A single new entry appeared on the Windows 365 What’s New page this week, and it’s a meaningful scale upgrade for organizations relying on Windows 365 Reserve for emergency and temporary Cloud PC access.

Bulk Provisioning and Deprovisioning for Windows 365 Reserve: Up to 1,000 Devices (Public Preview)

What Changed

Windows 365 Reserve now supports bulk provisioning and deprovisioning of up to 1,000 Cloud PCs in a single request. This is a significant jump from the previous practical ceiling, where bulk provisioning had a limitation of 100 devices per minute — and if you provisioned more than 100 at once, some would fail and require manual retry.

Admins can now provision and deprovision larger groups of Reserve Cloud PCs at once, reducing the need to split large-scale provisioning operations into smaller batches.

Why It Matters

If you’ve ever managed a Windows 365 Reserve deployment during a real crisis — a hardware recall affecting hundreds of users, a regional disaster requiring mass remote access, or a large contractor onboarding push — you know the pain of batch-limit throttling. Having to chunk 800 Cloud PCs into 8–10 separate operations, each with its own failure points and monitoring overhead, is exactly the kind of friction you don’t need during an incident response.

Raising the bulk limit to 1,000 devices per request addresses this directly. It means:

  • Fewer manual operations — a single request can handle the full scope of most large-scale Reserve deployments
  • Simpler automation — PowerShell scripts and Graph API calls don’t need complex batching logic
  • Faster incident response — less time spent managing provisioning batches means faster time-to-productivity for displaced workers
  • Cleaner teardown — when the emergency is over, bulk deprovisioning up to 1,000 Cloud PCs at once makes cleanup straightforward

How It Works with Existing Reserve Mechanics

Windows 365 Reserve Cloud PCs have specific lifecycle characteristics that admins should keep in mind when using bulk operations:

Provisioning:

  • Reserve Cloud PCs are provisioned manually or via user-initiated provisioning (public preview since April 2026)
  • The 10-day access period starts when the Cloud PC is provisioned, not when the user connects
  • Provisioning policies and user group assignments must be set up at least seven days before provisioning
  • With the now-GA Autopilot Device Preparation support, provisioned Reserve Cloud PCs can automatically receive required apps, scripts, and security configurations before users connect

Deprovisioning:

  • Deprovisioning pauses the 10-day access period and deletes the Cloud PC and all non-backed-up data
  • There are no snapshots taken and no grace periods when deprovisioning Reserve Cloud PCs — this is different from Enterprise Cloud PCs, which have a 7-day grace period
  • Both admin and user-initiated deprovisioning require a second confirmation prompt
  • Re-provisioning requires admin action

The critical reminder: because Reserve deprovisioning is irreversible with no grace period, bulk deprovisioning of up to 1,000 Cloud PCs is equally irreversible. Before triggering a bulk deprovision, ensure any data that needs to be preserved has been backed up through your organization’s standard processes.

Practical Scenarios

  1. Mass emergency replacement (800–1,000 users) A natural disaster or hardware recall takes out hundreds of physical devices. IT needs to get everyone working remotely within hours. With the new 1,000-device bulk limit, a single provisioning request can cover the entire affected workforce. Combined with Autopilot Device Preparation (GA this same week), each Cloud PC arrives pre-configured with required security tools, VPN clients, and productivity apps — no manual setup needed.

  2. Large-scale contractor onboarding A consulting firm brings in 500 contractors for a six-month project. Each needs a Reserve Cloud PC with project-specific applications. Bulk provision all 500 in one request, with DPP policies ensuring consistent configuration across the fleet.

  3. Seasonal workforce scaling Retail or logistics organization scales up for peak season with 600–800 temporary workers needing Cloud PC access. Bulk provision at the start of the season, bulk deprovision when it ends — two operations instead of dozens.

  4. Organizational restructuring A department of 300 employees is being dissolved. Their Reserve Cloud PCs need to be deprovisioned quickly and cleanly. A single bulk deprovision request handles the entire teardown, freeing licenses for reallocation.

What Admins Should Do Now

  1. Update your runbooks. If your disaster recovery or emergency provisioning documentation still references the old ~100-device batch limit, update it to reflect the new 1,000-device capability.

  2. Test with a small batch first. Even though the limit is 1,000, start with a pilot of 20–50 devices to validate your provisioning policies, DPP configurations, and network capacity before going big.

  3. Build data preservation into your deprovisioning workflow. Since Reserve deprovisioning is irreversible, create a checklist or automation that verifies backups are complete before any bulk deprovision operation is triggered.

  4. Combine with Autopilot Device Preparation. DPP for Reserve is now GA — use it to ensure bulk-provisioned Cloud PCs are fully configured before users connect. This is especially important at scale, where manual configuration isn’t feasible.

  5. Monitor provisioning status. Even with a 1,000-device limit, some individual Cloud PCs may encounter provisioning issues. Use the Windows 365 admin experience in Intune to monitor status across the full batch and address failures promptly.

Looking Ahead

This update brings Windows 365 Reserve’s bulk operations capability in line with what enterprises need for true large-scale emergency response. The combination of 1,000-device bulk provisioning, GA Autopilot Device Preparation, and user-initiated provisioning (preview) gives IT admins a comprehensive toolkit for managing temporary Cloud PC access at organizational scale.

The feature is in Public Preview, so expect potential UI changes and minor behavior adjustments before general availability. Based on Microsoft’s typical preview-to-GA cadence, GA could come within a few months.
