Microsoft’s Copilot platform has reached its most significant strategic inflection point since the initial launch. Entering Q3 2026, Microsoft has officially designated the current phase as Wave 3 — where Copilot stops being an assistant and evolves into an autonomous execution platform. For IT leaders, this means a fundamental mindset shift from “how do I use AI to be more efficient” to “how do I orchestrate autonomous agents to execute business processes.”

1. Microsoft 365 E7: “Frontier Suite” and the New Bar for Enterprise AI

Microsoft introduced the biggest licensing change in a decade — Microsoft 365 E7. The first new enterprise tier since E5 in 2015.

E7 is priced at $99/user/month and bundles M365 E5 ($60), Microsoft 365 Copilot ($30), Agent 365 ($15), and Entra Suite ($9-12). Purchased individually, the total would be approximately $105-117/user/month, meaning E7 saves $6-18/user/month while eliminating multi-SKU complexity.

Promotional pricing through December 31, 2026: 10+ seats get 10% off (≈$89/user), 100+ seats get 15% off (≈$84/user), 300+ seats with 3-year commitment get 15% off. For customers already on E5 + Copilot, E7 is the simplest upgrade path — approximately $9/user/month more to get Agent 365 and Entra Suite.

Security Copilot is now included in E5 and E7 — no separate SKU required. 400 Security Compute Units (SCU) per 1,000 user licenses/month, up to 10,000 SCU/month.

2. Copilot Cowork: From Answering Questions to Executing Work

Copilot Cowork reached general availability on June 16, 2026, representing Microsoft’s biggest bet on enterprise agentic AI.

Cowork executes complex, long-running, multi-tool tasks end-to-end — planning, orchestrating, and delivering finished deliverables, not drafts. It runs in a secure cloud-hosted environment, so tasks continue even when the user’s laptop is off.

Key capabilities:

  • 13 built-in skills: Word, Excel, PowerPoint, PDF, email, scheduling, calendar management, meetings, daily briefing, enterprise search, communication, deep research, adaptive cards
  • Up to 50 custom skills
  • Multi-model auto-selection: automatically picks the best model for the task (GPT-5.5 for research, Anthropic models for visual/graphic work)
  • 9 partner plugins available (Enosix/SAP, Harvey/legal, LSEG/financial, Miro, monday.com, Moody’s, Morningstar, S&P Global Energy, TeamsMaestro), with 8 more coming soon (Adobe, Atlassian, Box, Canva, etc.)
  • iOS and Android mobile support with cross-device continuity

Billing model: Requires M365 Copilot USL ($30/user/month) + usage-based Copilot Credits ($0.01/credit, pay-as-you-go or prepaid commitment at ~20% discount). Task costs range from approximately $1-3 for light tasks to $7-25 for heavy tasks.

3. Multi-Model Maturity: The End of the OpenAI Exclusivity Era

Microsoft 365 Copilot is firmly multi-model, ending the OpenAI exclusivity era:

  • Claude Sonnet 5 (rolled out July 2) — described as “the most agentic Sonnet yet,” approaching Opus 4.8 performance at lower cost. Introductory pricing: $2/M input tokens, $10/M output tokens (through August 31), then $3/$15
  • Claude Opus 4.8 — available for complex multi-step reasoning and deep analysis, fully available
  • Claude Fable 5 — preview reopened, 1M token context, frontier-level autonomy
  • GPT-5.5 Instant — default model for M365 Copilot Chat
  • MAI-Code-1-Flash — Microsoft’s first homegrown coding model, 5B parameters, outperforms Claude Haiku 4.5 on coding benchmarks
  • Kimi K2.7 Code — first open-weight model in GitHub Copilot, 671B MoE (32B active), rolled out July 1

Admins can enable Anthropic and xAI models for specific users and groups. The Copilot Cowork “Auto” option automatically routes based on task complexity. Enterprise admins can set “auto” as the default in managed-settings.json.

4. Agent 365: The Governance Control Plane for Agents

Agent 365 reached general availability on May 1, 2026, and is Microsoft’s answer to shadow AI — a centralized governance control plane for agents, much as Active Directory is for human identities.

Three pillars:

  • Observation — real-time visibility, shadow AI detection (Claude Code, OpenClaw, Cursor, GitHub Copilot CLI, ChatGPT desktop, etc.), multi-cloud discovery preview
  • Governance — lifecycle management, Entra integration (agents treated as first-class identities), policy-based runtime blocking
  • Security — Entra risk-based access controls, Purview DLP and audit, Defender threat detection

Licensing: Standalone at $15/user/month (E5 is a prerequisite), or included in E7. KPMG deployed Agent 365 to all 276,000 employees globally on June 9 — the strongest signal yet that enterprise agent governance has crossed the tipping point.

5. GitHub Copilot CLI: The Unified Agent Harness

GitHub Copilot CLI completed its transformation from an IDE autocomplete plugin to a multi-surface, agent-native coding platform. Key developments:

  • JetBrains migration (June 15) — Copilot CLI is now the default agent harness for JetBrains IDEs, with the previous local harness deprecated
  • Rubber Duck agent — a built-in reviewer that independently critiques using different model families, catching blind spots through cross-model-family review
  • Custom agents — .agent.md files define agent behavior, tool scope, and output, functioning as version-controlled workflow artifacts
  • Autonomous agent mode (July) — Enterprise customers only, cloud-based async executor handles low-to-medium complexity tasks
  • AI credit session limits — --max-ai-credits flag constrains agent session spending
  • BYOK — enterprise bring-your-own-key support for OpenAI, Azure OpenAI, Anthropic, Ollama, and other local models

6. SMB Permanent SKUs and Partner Impact

Effective July 1, new permanent SMB SKUs are live:

  • Business Standard with Copilot: $23.50/user/month (up to 300 seats)
  • Business Premium with Copilot: $32/user/month (up to 300 seats)
  • Business Basic + Copilot Business: $21/user/month (promo through Dec 31)
  • Copilot Business standalone: $18/user/month (promo through Dec 31)

Partner certifications have also been updated — new certs AB-100 (Agent AI Business Solutions Architect) and AB-620 (AI Agent Builder Associate) replace the legacy MS-102 requirements.

Strategic Next Steps for IT Leaders

  1. Evaluate the E7 upgrade path — for customers already on E5, E7 is the simplest way to get Agent 365 + Entra Suite at ~$9/user/month incremental
  2. Establish agent governance first — before deploying Cowork or Scout, set up Agent 365, Purview DLP policies, and spending limits
  3. Develop a model strategy — multi-model environments require workload-to-model matching to balance cost, latency, and reasoning capability
  4. Audit MCP security — Microsoft’s June 30 security advisory warned that tampered MCP tool descriptions could cause data exfiltration. All deployed MCP servers should be audited
  5. Plan for cost governance — usage-based billing means you need to establish budgets at the cost-center and user level. Heavy Cowork users can generate $40-60/user/month in additional costs
